Summary:
Reporting to the Administrator, the Director of Finance & Chief Financial Officer is responsible for the leadership and management of the Finance Department according to the vision and strategic direction of the Homalco First Nation. The Director of Finance & CFO oversees all finance and accounting systems and functions, recommends and implements approved financial and accounting policies, and develops and implements systems and procedures in order to ensure complete, accurate and timely financial reporting, and to ensure the smooth operations, of the Finance Department. The position also ensures that the Homalco First Nation’s financial strategies align with the overall strategy, and advises the Administrator and Council with respect to financial, risk management and fiduciary matters in order to ensure the overall financial and organizational health of the Homalco First Nation Administration. The Director of Finance & CFO conducts all work in a respectful, responsible, confidential and ethical way, ensuring that all decisions and actions meet the relevant legislation, policies and procedures.
Responsibilities:
- Oversee the Finance staff to ensure all accounting and financial recording and reporting is complete, accurate, and timely.
- Prepare monthly, quarterly and annual financial statements and special reports for the Administrator and Council, and present the monthly, quarterly and annual financial statements to the Council.
- Ensure sufficient and appropriate financing and cash flow management, identifying monetary resources and financing options and developing and recommending action plans.
- Review and monitor compliance with agreements and funding arrangements; alert the Administrator with respect to issues or problems with non-compliance.
- Monitor compliance with the Nation’s financial policies and laws, and with applicable industry standards, and alert the Administrator regarding any issues or problems.
- Ensure proper monetary and physical asset stewardship by ensuring assets are appropriately protected by appropriate and current policies, procedures and insurance arrangements; ensure approved policies and procedures are followed.
- Negotiate arrangements with service suppliers, to ensure appropriate coverage and to reduce costs, and recommend terms to the Administrator to ensure risk mitigation concerns are dealt with.
- Establish and maintain appropriate internal control safeguards and ensure that they are operating effectively.
- Ensure the needs of the clients of the Finance department are appropriately met.
- Working with managers and staff, oversee the preparation of the annual budget and oversee the monitoring of the budgets against actual revenues and expenditures on a regular and ongoing basis.
- Ensure proper completion of periodic and annual reporting to governments as required.
- Communicate proactively by reporting on and interpreting financial information for internal stakeholders (i.e., Council, Committees, Management, Staff and Members), including financial statements, forecasts and plans, budget and performance variances, and external trends and developments, and by continually educating internal stakeholders on financial information and management.
- Develop and maintain legal, banking and insurance business relationships; negotiate agreements with these service providers as required, and recommend terms to the Administrator.
- Assist external auditors as required, and manage the preparation of documents to support the external audit process.
- Analyze business opportunities as requested, develop financial projections and make recommendations on the merits of different business opportunities.
- Provide leadership to staff, and effectively manage, guide and direct staff to accomplish organizational goals and objectives in conformance to policies, laws and regulations.
- Recruit, train and manage Finance staff. Ensure staff receive clear direction, supervision and motivation, and are provided with training, tools and technology required to do their job, consistent with the objectives of the strategic plan. Evaluate staff performance and guides staff to maintain and improve their performance.
- Keep up to date with accounting changes and industry developments and ensures finance and accounting practices are up to date with industry and government requirements.
- Perform other related duties as required.
Qualifications, Skills and Abilities:
- Undergraduate degree in accounting supplemented by a CPA designation in good and current standing, a designation or courses through the Aboriginal Financial Officers Association of BC, or an acceptable combination of equivalent education, training, or experience in a similar field.
- At least 5 years’ experience in a senior accounting and finance role, ideally in a First Nations organization.
- Experience working with First Nations organizations.
- Knowledge and understanding of fund accounting and of federal and provincial government grant programs and reporting requirements, and experience dealing with federal and provincial agencies.
- Good working contacts within government and business would be an asset.
- Experience conducting financial oversight and developing and managing budgets.
- Experience managing finance and accounting staff with demonstrated ability to lead and build a team.
- Contract review experience and exposure to business valuation.
- Experience implementing policies and procedures and reviewing compliance to policies.
- Experience negotiating service provider agreements.
- Good interpersonal, communication and presentation skills, and strong social skills to be able to maintain good relations with community members and other stakeholders.
- Possesses cultural awareness and sensitivity.
- Commitment to the position and to participating in the events of the Band community.
- Strong team leadership and management skills, including coaching and mentoring.
- Self-care and stress management skills.
- Excellent computer skills in MS Office and Excel; experience using Xyntax, or other accounting software.
- Current Class 5 driver’s license in good standing.
